POSITION DUTIES: The State of
Maryland Workers’ Compensation Commission is currently seeking
an energetic, versatile, and highly skilled Senior Network
Administrator in the position of Computer Network Specialist,
Lead. The Senior Network Administrator’s role is to manage the
day-to-day operations of WCC systems and converged networks.
This includes planning, developing, installing, configuring,
maintaining security, supporting, and optimizing all network
hardware, software, and communication links for LAN, WAN, WLAN,
VoIP, and VPN. The main purpose of this position is to monitor
and maintain local and wide area network system continuity,
telecommunication services, operating systems’ software, and
application software; as well as to install, configure, update,
monitor, and provide troubleshooting support for PCs, servers,
switches, routers, firewalls, network appliances, access points,
printers, scanners, and other associated computer equipment and
cabling in support of the Agency’s users.

Develop new and enhance existing network and
operating system infrastructure in support of
the Commission’s databases, web sites, document
management and workflow environments including
Active Directory, System Center, Cisco IOS,
IronPort appliances, Radius, two factor
authentication VPN, traffic shaping/QOS, network
monitoring and risk mitigation in a complex
Microsoft Windows, Unix, Cisco Unified
Communications and OS/400 integrated LAN and WAN
environment.

Work with internal and external customers to
define technical solution requirements that
support and facilitate business processes.

Coach and mentor other network administration
team members.

Provide technical support for complex data
network, voice network and operating system
problems.
MINIMUM QUALIFICATIONS: Each candidate must have:
Education: Bachelor's
degree in computer information technology, management
information systems or other information technology related
field, to include course work in local or wide area computer
networks, from an accredited college or university.
Experience: Two years of
experience planning, integrating and maintaining software and
hardware for local or wide area computer network
Important Notes on Substituting
Specialized Education and/or Experience:
1. Candidates may substitute completion of high school or high
school equivalency certificate and eighteen months of experience
converting data from project specifications by preparing program
code using generally accepted computer programming languages or
other developmental tools; planning, installing and maintaining
data communications network lines and devices; or evaluating,
implementing and maintaining computer hardware and software for
the required education.
2. Candidates may substitute completion of high school or high
school equivalency certificate and fifteen credit hours from an
accredited college or university in systems analysis and
applications programming using generally accepted computer
programming languages or other developmental tools for the
required education.
3. Candidates may substitute completion of high school or high
school equivalency certificate and completion of a certification
program in Network Administration, such as Certified Novell
Administrator (CNA), Microsoft Certified Product Specialist NT
4.0 Administrator or equivalent certification program for the
required education.
4. Candidates may substitute experience in one of the following
areas on a year-for-year basis for a high school education:
operating computer systems, scheduling, controlling input and
output or maintaining backups or data storage, processing data
on computer systems, evaluating, implementing and maintaining
computer hardware and software or converting data from project
specifications by developing programs using generally accepted
computer programming languages or other developmental tools.
Qualifications that further
specify the Minimum Qualifications (“Selective Qualifications”):

Two years of experience configuring,
securing, and troubleshooting Cisco converged
voice & data network software and devices.

Two years of experience in designing and
maintaining Microsoft Windows 2003 or newer
Active Directory domain networks with Exchange
Server 2003 or newer.
Preferred Qualifications:
-
Working knowledge of Microsoft SQL Server,
Oracle, and/or DB2 database administration and
disaster recovery.

Experience using data & voice network access,
management, communications and security software
and hardware including: Microsoft System Center,
RSA SecureID, Radius, Microsoft Certificate
Services, SSL, Websense Web Security, What’s Up
Gold, Windows Power Shell, McAfee EPO, Ironport
Anti-Spam Appliance, sftp/ssh, Wireshark,
intrusion detection and prevention tools.

Experience with PIX firewalls, VOIP
telephones and services, VPN appliances on an
Ethernet LAN and on an Ethernet, ATM and frame
relay copper and fiber based WAN.

Working knowledge of Cisco Unified
Communications Manager Business Edition version
8.0+ hardware and software including managed POE
switches, FXS/FXO, PSTN circuits and carriers.

Business systems analysis, project
management, systems integration, deployment, and
failover/disaster recovery skills in a complex
multi-location and multi-platform environment
including Windows servers, Unix servers, and
AS/400 servers as well as converged voice & data
networks.

Familiarity with IIS web security
architecture, experience in network security
best practices, monitoring, intrusion prevention
and detection and data encryption methodologies
helpful.
